Unreported income: lawyer Subhi Mahameed of Umm al-Fahm arrested on suspicion of NIS 9 million in cash and NIS 13 million in fictitious invoices

Unreported income and fictitious invoices: lawyer Subhi Mahameed is suspected of depositing about NIS 9M in cash. His detention was extended. He denies it.

In brief

  • Lawyer Subhi Mahameed, a resident of Umm al-Fahm, was arrested on Tuesday, November 3, 2026, in an investigation by the Haifa and Northern District tax investigations office of the Israel Tax Authority.
  • According to the suspicion, between 2020 and 2025 about NIS 9 million in cash from his work as a lawyer was deposited into his private bank account, without the income being reported.
  • It is also suspected that in 2025 fictitious invoices worth about NIS 13 million were issued through a company, to help others evade tax.
  • Mahameed denies the suspicions. Status: in custody, with his detention extended by three days at the Hadera Magistrate's Court. No indictment has been filed, and he is presumed innocent.

The suspicions, according to the reports

According to the request to extend his detention, as reported by Walla, Mahameed is suspected of omitting income from his work as a lawyer between 2020 and 2025. Investigators allege that about NIS 9 million in cash was deposited into his private bank account and that the money came from unreported income (Walla).

The second suspicion concerns invoices. According to the request, in 2025 invoices worth about NIS 13 million were issued through a company for transactions that never took place, in order to help others avoid paying tax. Investigators also suspect money laundering and obtaining something by fraud, and allege that financial service providers were used to conceal the activity (Walla, ice).

The search and the court hearing

Investigators from the Haifa and Northern District tax investigations office searched his home and seized documents, computers and three vehicles: a Mercedes, an Audi Q2 and a SEAT Ibiza (Walla, JDN).

At a hearing at the Hadera Magistrate's Court before Judge Ehud Kaplan, his detention was extended by three days with the consent of his attorney, Adel Buirat (Walla).

Mahameed's version

According to the report, Mahameed told the hearing that he had never had a limited company and had not issued invoices. The representative of the investigating unit replied that the company is registered in his name (Walla). These are claims made by the parties at the detention stage, not findings of a court.

A wider enforcement operation in Umm al-Fahm

The arrest was made as part of a joint enforcement operation by the Israel Police, the Israel Tax Authority and the task force on combating crime in Arab society at the Prime Minister's Office. According to the police summary published by Walla, 47 suspects were arrested or detained for various offenses during the operation, and tens of millions of shekels in cash and 11 vehicles worth more than NIS 3 million were seized. Tax Authority inspections found suspected unrecorded income at other businesses, among them a currency exchange that carried out transactions of about NIS 500,000 without recording them (Walla, JDN).

Why this matters if you are tracing assets

Large cash deposits, companies registered in one person's name and activity through financial service providers are exactly the points where money disappears from view. A creditor, business partner or client trying to locate funds needs to check not only the known account, but also related companies, vehicles and assets registered in other people's names.
